[Query] I am initiated into Baalaa mantra. Can I perform shodha nyasa and shambhava rashmi nyasa? Also, my brother was initiated into panchadashi without bala. Is this normal?
To answer your second question, no. That does not seem normal, even for the unsophisticated and simplistic anuyAyIs of the kalpasUtra.

There are nyAsas like akShara nyAsa, kAma-ratyAdi nyAsa, subhagAdi nyAsa etc. peculiar to bAlA Krama - to perform which one has the adhikAra, if initiated into bAlA mantra.

If initiated into pa~nchadashI, one is eligible to perform nyAsas such as dashadhA mAtr^ikA, laghu ShoDhA, mUlavidyA, chakra, shakti, dIpinI, kullukA etc.

If initiated into mahAShodashI, one can perform the seven-fold ShoDhA nyAsas for sundarI, dakShiNA, navaratna kubjikA etc.

One initiated into parA vidyA, which is after mahAShoDashI but before pUrNAbhiSheka and mahAvAkyopadesha, one can perform ShaDAdhAra, Shad-darshanAdi nyAsas.

If initiated into UrdhvAmnAya mahAvidyA, one can perform the twenty-seven nyAsas including the mahAcharaNa, nirvANacharaNAdi nyAsas. This is what is called shAmbhava mahAdIkShA without which
vidhis peculiar to UrdhvAmnAya such as ShaDanvaya shAmbhavAkhya yajana, gurumaNDala pUjA, oghatrayAtmaka dakShiNAmUrti AvaraNa, chinmUrti nyAsa, four-fold kAmakalA nyAsa, tripa~nchikA vidhi, nADikA yoginI nyAsa, chatuHShaShThi yoginI bhairava nyAsa, dashottarashata UrdhvAmnAya bhairava nyAsa etc. cannot be performed. Twenty-seven dIkshas starting with parAprAsAda till nirvana charaNa, mahAprAsAda and the associated pAdukA chatuShka constitute the mahAshAmbhava dIkShA.
bhAskararAya states the same somewhat succinctly:
chatushcharaNadIkShA tu mahAprAsAdagocharA ||
One is not eligible for shAmbhava dIkSha till one has obtained
pUrNAbhiSheka and mahAShoDashI vidyA:
ShoDashIM tu vinA devi nAnyatra hyadhikAritA ||
Also, mahAshAmbhava Krama can be approached only through shrIvidyA and not through kALyAdi vidyAs, as stated in several UrdhvAmnAya tantras, even those not belonging to shrIkula. puNyAnandanAtha notes the same elsewhere:
shrIvidyAM tu vihAyAtha nAdhikAritvamiShyate |
shrIvidyAyAM tu sampUrNaH sarvamargI bhavet priye ||
Right from the heart of bhagavatpAda to the Yoga Siddhas of kAshmIra and Krama siddhas of nepAla, if shrIvidyA stands proud and tall amongst other vidyAs with the samj~nA of rAjarAjeshvarI, it is not without a reason. And pUrNAbhiSheka, which to most is what is described in kalpasUtra or pAdukAnta dIkShA (sigh!) does not replace the need for shAmbhava dIkSha, which clearly is a pUrNAbhiShekottara dIkShA:
parAprAsAdadIkShAdyAH ShoDashyuttaragAH kriyAH |
tattatantroktavidhinA tattaddIkShAdibhiryutaH |
tattatkarma prakurvIta nAnyathA sha~NkaraM vachaH ||
The same is stated elsewhere:
adhikAre samApanne parA pUjAdike vidhau |
ShaTshAmbhave maheshAni hyadhikArastato bhavet ||
ShaTshAmbhavo maheshAni sarvottara itIritaH |
ShoDashyuttaragA dIkShA kAryA vA tviyameva vA ||
Here, the samjnA of ShoDashI is for shuddhavidyAdi pAdukAntA mahAShoDashI.
